The Canadian Environmental Law Association (CELA) is a non-profit, public interest organization established in 1970 to use existing laws to protect the environment and to advocate environmental law reforms. It is also a free legal advisory clinic for the public, and will act at hearings and in courts on behalf of citizens or citizens’ groups who are otherwise unable to afford legal assistance. Funded by Legal Aid Ontario, CELA is one of 79 community legal clinics located across Ontario, 14 of which offer services in specialized areas of the law. From time to time, CELA also undertakes additional educational and law reform projects with grants from private foundations and governments.

The Canadian Environmental Law Association is seeking a Financial Manager & Administrative Director effective the end of January, 2013.

A full time position, CELA’s Financial Manager & Administrative Director will be responsible for the organization’s bookkeeping and daily financial oversight. This includes management of five different accounting ledgers, inter-account transactions, multi-funded budget preparation, monthly reporting of budget to actual, financial reporting to Legal Aid Ontario, cash flow forecasting, working with the executive director and staff around project budgets and grant applications, year-end audit, and preparation of year end corporate returns. The position is also responsible for overseeing Human Resources and benefits management in conjunction with CELA’s Executive Director and CELA’s Office Manager. The position will also work with the Executive Director on overall administrative direction of the organization.


  • Accounting systems overview and compliance with the organization’s financial procedures and policies 
  • Ensuring accurate and timely fulfilment of bookkeeping and related responsibilities 
  • Management of five separate accounting ledgers (including client Trust accounts and Legal Disbursements) 
  • Weekly Bookkeeping, including payables, receivables, bank deposit oversight, bank reconciliations, payroll & remittances, GST 
  • Working with staff around multi-funded project budgets and grant applications
  • Monthly financial reporting of budget to actual to Executive Director, Treasurer and Management team
  • Preparation of organization-wide annual budget for review and approval by Board 
  • Quarterly Financial reporting to Legal Aid Ontario
  • Year-end audit preparation and co-ordination 
  • General Finance Support


  • Level 1 in a professional accounting program (CA/CMA/CGA) or equivalent experience
  • Minimum 3 years experience working in an accounting environment 
  • Excellent knowledge of journal entry processes, accruals and accounting concepts 
  • Knowledge of reporting procedures and practices 
  • Knowledge of Payroll systems and requirements, knowledge of Ceridian an asset 
  • Software Knowledge: Quickbooks Premier, Excel, Word 
  • Knowledge of PC Law, Trust and Legal Disbursements experience an asset 
  • Skill requirements: Strong time management skills, detail oriented, focus on accuracy, ability to multi-task, critical thinking, analysis and problem solving, interpersonal skills.

Compensation and benefits are consistent with the Legal Aid Ontario salary grid and the position is subject to the conditions specified in CELA’s Personnel Policy.
