CELA has been involved in efforts to strengthen the Great Lakes Charter, since the Charter's inception in 1985. After many years of negotiations, two agreements on implementation, (one international and one between the US States) were signed in December 2005 when the Charter was renamed as the Great Lakes – St. Lawrence River Basin Sustainable Water Resources Agreement. CELA continues to be closely involved in the work of developing Ontario's implementation plan for the agreement.
